Chapter 17.20 - GB GENERAL BUSINESS ZONE

17.20.010 - Purpose.

The purpose of the GB zone is to provide areas suitable and desirable for all types of business and commerce necessary to meet the needs and requirements of the people of Naches and surrounding areas.

17.20.020 - Permitted uses.

Uses permitted in the GB zone include:

A.   Retail store or shop, such as food store, drugstore, apparel store, hardware store, or furniture store;
B.   Automobile, boat, truck, trailer or tire sales, service rental or repair establishment provided any repair activity shall be conducted entirely within an enclosed building;
C.   Repair shop for the type of goods offered for sale in a retail trade such as shoe repair; small appliance repair, television repair, locksmith, or watch repair;
D.   Eating or drinking establishment such as restaurant, tavern, or cocktail lounge;
E.   Office, business or professional services, including medical and dental services;
F.   Financial institutions such as a bank, mortgage company or other similar institutions;
G.   Indoor commercial amusement enterprise such as bowling alleys, theaters, or pool halls;
H.   Community center;
I.   Hotel, motel;
J.   Club, lodge, fraternal organization;
K.   Parking lot;
L.   Bus depot, taxi stand;
M.   Newspaper office, print shop;
N.   Auditorium, exhibition, or other public assembly room;
O.   Barber or beauty shops;
P.   Light manufacturing and assembling of bunk beds;*
Q.   Day care home, family;
R.   Day care center.

The town council shall determine whether a specific use is appropriate to the uses established in the general business zone. In considering the use, the town council shall either approve or disapprove the use. A decision may be appealed, using procedures outlined in Section 17.08.060.

17.20.030 - Conditional uses.

Certain uses, because of their size, special requirements, or possible safety hazards, may have detrimental effects on surrounding properties, but may also be compatible with the other uses if they are properly designed. Such uses are classified as conditional uses and require conditional use permits. The following uses shall be permitted only as conditional uses:

A.   Churches and church-related facilities;
B.   Governmental structures or uses of land, including but not limited to parks, playgrounds, fire stations, police stations or libraries;
C.   Hospitals, sanitariums, convalescent homes;
D.   Nursery schools, day care centers, kindergartens or other similar facilities;
E.   Utility facilities, including but not limited to substations, reservoirs, or water towers;
F.   The following uses, provided all sales, services, display, storage, or repair shall take place entirely within an enclosed building or a fenced area:
1.   Veterinarian office, animal hospital,
2.   Cabinet, or other similar woodworking shop,
3.   Feed, seed or fertilizer store,
4.   Heavy equipment, machinery,
5.   Building supply sales and storage,
6.   All residential uses;
G.   Recreational vehicle park;
H.   Car wash.

17.20.040 - Accessory uses.

Accessory uses in the GB zone may be permitted which are customarily incidental and subordinate to the principal use. All such accessory uses must conform to all requirements for the principal use. The following accessory uses located on the same lot as the main use shall be permitted:

On-site hazardous waste treatment and storage facilities as an accessory use to any activity generating hazardous waste and lawfully allowed in this zone, provided that such facilities meet state siting criteria adopted pursuant to the requirements of Chapter 70.105.210 RCW.

17.20.050 - Density provisions.

The following density provisions apply in the GB zone:

A.   Minimum front yard setback: twenty (20) feet along Highway 12 only;
B.   Minimum side yard setback: None except where a side yard abutting another zone shall conform to the setback of that zone;
C.   Minimum rear yard setback: None except where a rear yard abutting another zone shall conform to the setback requirements of that zone;
D.   Maximum building height: thirty-five (35) feet.

17.20.060 - Lighting.

Lighting from commercial uses shall not be cast into or illuminate adjacent residential areas.

17.20.070 - Signs.

All signs shall conform to the following safety requirements:

A.   No sign shall be located in or project into the present or future right-of-way of any public street.
B.   No sign shall be so designed or constructed as to interfere with the sight distance of motorists proceeding on or approaching adjacent streets, alleys, driveways or parking areas, or of pedestrians proceeding on or approaching adjacent sidewalks or pedestrian ways.
C.   No sign suspended over or projecting into the area above a driveway located on private property shall be situated at a height of less than fifteen (15) feet above the surface of the said driveway.
D.   No sign suspended over or projecting into the area above a public sidewalk or pedestrian way shall be situated at a height of less than eight and one-half feet above the surface of the said sidewalk or pedestrian way and no sign may project more than seventy-five (75) percent of the distance between the property line and the curb line except for signs attached to the underside of a canopy or other architectural projection.

17.20.080 - Parking.

Parking shall be provided pursuant to Chapter 17.36.
